Decidim process-groups + Barcelona/Helsinki/NYC participatory budgeting district tiers
Decidim's 'process groups' feature is explicitly designed for grouping parallel participatory budgets per district/neighbourhood. NYC's PB ran in 30 of 51 council districts in 2021-22, each with at least $1M to spend, residents drop pins on a map to pitch ideas. Helsinki's OmaStadi splits city budget by area (Itäinen, Eteläinen, Pohjoinen, etc.) with separate ideation, deliberation and vote per area.
Each district's PB has its own public site, idea map, vote count and turnout, sitting next to its siblings. NYC publishes 'Participatory Budgeting Projects' as open data on NYC Open Data including per-district project counts and dollars - implicitly ranking districts. Helsinki OmaStadi area pages show comparable proposal/vote totals.
Each district's PB requires neighbours to attend assemblies, co-author proposals, validate at neighbourhood councils, and rally votes. NYC budget delegates ('budget delegates committees') are required intra-district teams of residents who refine proposals together over months.
Often described as a single platform but in practice already structured as 30+ parallel district contests. Under-mentioned variant: the same city's PB districts can be benchmarked on turnout, proposal count and idea quality - exactly the comparative metric the user is exploring.
