Decidim Sant Cugat - Pressupostos Participatius (district-tier participatory budgeting)

civic-tech-platforms · Sant Cugat del Vallès, Catalonia, Spain · 2020-2027 (currently 4th edition, 2025-27 cycle live)

Sant Cugat splits its participatory budget into six neighbourhood processes on Decidim (Centre, Les Planes, Mira-sol, La Floresta, Valldoreix, Sud-Oest). Each neighbourhood gets its own micro-budget envelope and a parallel process where residents propose, debate at Neighbourhood Councils, and vote on local projects. 2022-23 cycle: 815 proposals across 6 neighbourhoods; Centre alone got 226 proposals and 6,247 supports. Children/youth budget envelope of €140k for 2025-27.

Areas compete

Six neighbourhood processes are visibly grouped on the same Decidim platform with sibling pages, support counts, proposal counts and turnout visible per neighbourhood. The platform's process-groups feature is explicitly designed for inter-district visibility, creating implicit comparison ('Centre got 226 proposals, what about us?').

People support each other

Each neighbourhood has its own Neighbourhood Council that meets in person to debate and validate proposals before voting. Residents must collectively rally 'supports' for proposals to advance - a single proposer cannot push a project through alone. Hybrid online/offline meetings reward in-person organising.

Why this is worth knowing

Concrete, currently-running Decidim deployment that goes beyond a single city-wide vote and actually structures the budget around neighbourhood-tier competition. Under-cited in English-language civic-tech writing; specific to Catalan municipal practice.

Decidim process-groups + Barcelona/Helsinki/NYC participatory budgeting district tiers

Civic Tech Platforms · Barcelona ES, Helsinki FI, NYC USA (Decidim/Consul deployments)

NYC's PB ran in 30 of 51 council districts in 2021-22, each with at least $1M to spend, residents drop pins on a map to pitch ideas. Helsinki's OmaStadi splits city budget by area (Itäinen, Eteläinen, Pohjoinen, etc.) with separate ideation, deliberation and vote per area.
